Brief Introduction to Chengdu Shuangliu District Administrative Examination and Approval Bureau (District Administrative Service Office, District Government Administrative Center)
In 2005, Chengdu Shuangliu District People's Government Affairs Service Center (referred to as the district affairs center) came into official operation. In May 2016, Shuangliu Administrative Examination and Approval Bureau was formally established under the guidance of Chengdu Shuangliu District People's Government Affairs Service Management Office (referred to as Shuangliu Government Service Office) and Chengdu Shuangliu District People's Government Affairs Service Center (referred to as the Shuangliu Government Affairs Center). It implements the management system of three office names with the same team.
It is made up of 11 institutions: comprehensive services, policy and law, coordination and supervision, government information disclosure, administrative examination and approval service guidance, business operation management, government service information technology, project approval center, appeal service center and park enterprises administration approval service centers. The community service system construction guidance center is the public-welfare-related institutions of deputy bureau-level affiliated by the Shuangliu Administrative Examination and Approval Bureau. And Shuangliu Supervision Bureau has accredited to set up the supervision room in the Shuangliu Administration Bureau.
Shuangliu Administrative Examination and Approval Bureau (Shuangliu Government Service Office and the Shuangliu Government Affairs Center ) Government Center has put in place 31 windows, focusing on processing and querying integrated services, planning and construction, urban management, agriculture, social affairs, economic and trade business, meteorology, tobacco and so on.
Shuangliu Government Affairs Center established four sub-centers respectively for real estate registration, public security permit, public security vehicles and human resources and social security. Four of them constitutes a three-level convenience service system together with the town (street) service center and village (community) service station. This bureau sets up Examination and Approval Service Center for enterprise in the industrial park in the Party and Public Activity Center of Southwest Airport Economic Development Zones. The nine departments inside mainly handle items like company registration and tax registration and so on.
Shuangliu Administrative Examination and Approval Bureau (Shuangliu Government Service Office and Shuangliu Government Affairs Center) is mainly responsible for the coordination, service, management and supervision of the administrative examination and approval work of the relevant departments. This bureau takes the lead in promoting "one-stop" window administrative examination and approval service featuring Shuangliu style and building up a three-level handy service system and “Push-to-talk” online approval supervision platform. It is also working on the acceptance and dispatch of files, preliminary checking of basic elements, instructing the government work to be efficient and transparent, publicity of government affair information upon application, coordination and management of the transaction of public resources including formulating the management system, compiling directory program and managing the platform, etc.
Shuangliu Administrative Examination and Approval Bureau, closely sticking to the new idea of State Council about the establishment of "1 number, 1 window and 1 network", is proactive in innovation and vigorously promotes the "Internet plus government services". An operation pattern of "1 number 1 window 1 key 1 network 1 system" featuring Shuangliu style has already taken an initial shape:
"One-number" application, that is, the applicant uses ID card to take a number to queue in the line and the system automatically reads and preserves the applicant's identity information, saving the time in filling the forms repeatedly. The certificate can be kept in the database of the Government Affair Center and the applicant can check and withdraw at any time by using identity card to avoid repeated submitting.
"One-window" service mechanism, namely, a three-step operating mechanism of "acceptance-process-approval" at one window, which renders good services to the masses, and the only thing for the masses to do is submitting and receiving the material.
"One-key-pass", i.e. employing the function of the "One-key-pass" platform, including button-push application, all-round auxiliary communication, the whole-process internal circulation, the whole-process and real-time monitoring to list clearly the guideline, forms, deadline and other information related and promptly notify applicant through messages. The system will strictly monitor and give warnings to the approval deadline to prevent violation of rules and regulations and achieve online approval process tracking.
"1 network" service, that is, the applicant can use services like self-service online inquiries, scanning or photo uploading, pre-checking application through 4 methods: 1.Login into http://www.shuangliubsdt.gov.cn or search "Shuangliu government affairs" on Baidu, and enter into the "online Service Center". 2. Download mobile APP "Shuangliu Citizen’s Home", and you can enjoy self-service inquiries, self-declaration, online booking, complaints, city services, life services, agency services, information disclosure services. 3. You can use self-service machine equipped in public service center in the district to acquire services including self-declaration, online booking, process inquiries, affairs inquiries, etc. 4. Wechat "Shuangliu Service" provides self-service inquiries, self-declaration, office inquiries, information disclosure, advance queuing and other city life service. Information service platform brings the masses the 24-hour, indoor and easily accessible services.
"1 system" construction, that is, to spread the “1 number"”1 window" "1 key" and "1 network" to the township, village, community (courtyard). All district service center and village service station are equipped with "government service window", "Push to talk" system, and government affair self-service machine so that the examination and approval service are more accessible to people in all district.
